In a significant move to realign the governance structure of Uganda, President Yoweri Kaguta Museveni announced a cabinet reshuffle on Thursday evening, March 21, 2024. Among the notable changes are the introduction of fresh faces and the reassignment of key positions within the government.
Honorable Lillian Aber emerges as a prominent addition to the cabinet, now assuming the role of State Minister in the Office of the Prime Minister, overseeing Relief, Disaster Preparedness, and Refugee Affairs. This appointment underscores the government’s commitment to addressing humanitarian challenges effectively.
Similarly, Nyamutoro Phiona steps into the role of State Minister for Energy and Minerals Development, signifying a focus on sustainable energy policies and strategic mineral resource management.
Balam Barugahara assumes the position of State Minister for Gender, Labour, and Social Development, with a specific portfolio focusing on Youth and Children Affairs. This appointment reflects the government’s dedication to empowering the youth and advancing social welfare programs.
However, notable changes include the departure of Honorable Vincent Bamulangaki Ssempijja from the cabinet, who has been reassigned as a Presidential Advisor. Grace Freedom Kwiyucwiny, the former State Minister for Northern Uganda Affairs, also transitions to this advisory role, ministers representing the Karamoja region, Mary Kitutu, and Agnes Nandutu, among the dropped in the recent changes.
Replacing Kwiyucwiny is Dr. Kenneth OMona, formerly serving as a Private Press Secretary to the President at the State House. This change signals a continuity of focus in addressing the unique needs and challenges of Northern Uganda.
In a surprising move, Gen Wilson Mbasu Mbadi, the Chief of Defence Forces (CDF), has been appointed as Minister of State for Trade, Industry, and Cooperatives, with a focus on trade. This decision prompts speculation regarding the successor to the crucial position of CDF within the Ugandan military.
President Museveni, in a statement released via his Twitter handle, emphasized the constitutional authority vested in him to enact these changes, citing Articles 108(2), 108A(1), 113(1), and 114(1) of the 1995 Constitution of the Republic of Uganda.
Key members of the cabinet, including Dr. Monica Musenero, Honorable Nobert Mao, Honorable Betty Amongi, Honorable Raphael Magyezi, Honorable Amos Lugolobi, and Honorable Persis Namuganza, retain their respective positions, ensuring continuity and stability within the government.
The reshuffle reflects President Museveni’s strategic vision for governance and administration, aimed at optimizing ministerial effectiveness and advancing Uganda’s development agenda in line with constitutional mandates. As the nation adapts to these changes, attention remains focused on the forthcoming appointment of the next Chief of Defence Forces, a pivotal role in ensuring national security and defense.
